The idea for AGU came from lead designer Steve Fukuda, inspired by Mackey McCandlish’s vision of a mission set in a post-apocalyptic Eastern European city. Despite his enthusiasm, most of the team, including Mohammad Alavi, weren’t convinced at first.
Alavi recalls:
“I didn’t think it was going to be fun. I liked action-packed missions with explosions. This felt like the complete opposite.”
However, Fukuda had a pitch so strong that Alavi couldn’t say no:
“You walk through a field, approach a bush, see two soldiers, aim — but the bush moves and whispers: ‘Wait.’ That was it. I was sold.”
Breaking the Rules of Call of Duty
In a game that taught players to rush and shoot, AGU flipped the script. Players were now encouraged to slow down, observe, and think. Alavi knew the core mechanics weren’t built for stealth, so he had to get creative.
“The AI was designed to always see you,” he explains. “So we changed the enemy field of vision. Standing made you visible, crouching reduced it, and crawling made it almost invisible.”
This small tweak allowed stealth to function without rewriting the game engine.
MacMillan: More Than a Teammate
Throughout the mission, Captain MacMillan becomes more than a guide — he is your commanding voice, offering specific instructions with authority and calm. His custom animations and quiet tone help set the emotional rhythm of the mission.
Alavi remembers:
“We wanted him to move slowly, to signal silently — to set the mood. This wasn’t a sprint-and-shoot mission. This was about tension, timing, and trust.”
Designing Trust: Backup When You Need It Most
One crucial detail was how the game handled mistakes. If the player missed a shot or alerted an enemy, MacMillan had your back. This system gave players confidence to engage in stealth without the fear of instant failure.
“He acted like a safety net,” says Alavi. “If you messed up, he cleaned it up. It helped the level feel cooperative, not punishing.”
When Sniping Becomes a Puzzle
While the mission is remembered for sniping, it only happens twice. One of the most iconic moments is a four-enemy encounter midway through. Here, sniping becomes a puzzle — timing, observation, and strategy come together.
“Two soldiers walk side by side and split apart. Two more dump bodies by a fountain. It’s a choice: shoot now and risk alerting them all, or wait? MacMillan offers advice, but the final decision is yours,” Alavi explains.
More Than Just a Linear Path
Though AGU may feel linear at first glance, it’s surprisingly open in how players solve situations. There are multiple ways to approach enemy groups, and the game even reacts to your choices, adding a dynamic feel rarely seen in Call of Duty campaigns.
“I had to prepare for every possible scenario,” Alavi laughs. “What started as a cool idea became a massive challenge. Every little decision needed a response coded in.”
Legacy: The Mission That Changed Everything
“All Ghillied Up” isn’t just a fan-favorite — it’s a blueprint for stealth storytelling in FPS games. It showed that tension, emotion, and silence could be just as powerful as bullets and bombs.
The mission’s legacy lives on. Many future Call of Duty titles referenced its style, from Modern Warfare Remastered to stealth segments in Modern Warfare 2019 and beyond. It raised the bar for what missions in shooter games could be: immersive, personal, and cinematic.
